Founder and managing partner

He achieved a degree in Law “cum laude” at the University of Bari, in 1990. After the mandatory training, he was admitted at the Bar of Attorneys and Lawyer in 1993.
He founded QRM&P with Giorgio Rubini.
Tax lawyer, expert in tax litigation and international taxation law, he is a member of the Tax Justice Commission within the Council of the Bar of Lawyers of Milan and one of the founders of the CeSFI, Centre of Studies on International Taxation Law.
He also provides his services as DPO and coordinates advising and compliance activities of QRM&P in the fields of Privacy, GDPR and AML issues.
He has specific competences in innovative technologies legal topics, like cryptocurrencies, blockchain and artificial intelligence and is considered one of the most authoritative professionals in Italy in those topics.
He did teach and research activities within prestigious academical institutions, in Italy and abroad, like SSEF (the Italian Ministry of Economics Superior School for Economics and Finances, Link Campus University of Malta and others. He holds regularly conferences and courses for the mandatory professional updating of lawyers, among the others, for the Bar of Lawyers of Milan and for the Bar of Lawyers of Bari.

He’s author of numerous publications, and among those, the best selles “How to protect yourself from the tax system. A surviving handbook for taxpayers” with an introduction by Maurizio Belpietro. He is a regular contributor for the weekly magazine Panorama on tax issues, and he holds a weekly column on legal and tax issues of the cryptocurrencies on the financial daily newspaper La Verità & Affari and the weekly column “The Cryptolalwyer” for the online magazine The Cryptonomist.
Italian mother tongue, Luciano speaks also fluent English and in addition Spanish and German.
